Libyan rebels have been battling government forces for months Russia has strongly criticised France for dropping weapons to Libyan rebels and demanded an explanation from Paris.
"If this is confirmed, it is a very crude violation of UN Security Council resolution 1970," Foreign Minister Sergei Lavrov said.
The African Union has also criticised the move, saying it risks causing a "Somalia-sation" of Libya.
The French military says it has dropped arms to Berber tribal fighters in the mountains south-west of the capital.
Mr Lavrov said Russia had formally requested information from France about the move, to check that it "corresponds with reality".
Mr Lavrov is due to meet French counterpart Alain Juppe in Moscow on Friday.
Moscow abstained from the UN Security Council vote in March that authorised an international mission in Libya to protect civilians.
Russia and China have both criticised the Nato campaign in recent weeks, saying it had gone beyond the remit of UN resolution 1973.
Another resolution, 1970, had imposed an arms embargo on Libya.
But US and UK officials have argued that resolution 1973 could nonetheless allow weapons to be supplied to rebels fighting to topple Libyan leader Muammar Gaddafi.
France is also said to have been concerned at the stalemate in the Libyan conflict, which began in February.
Libyan rebels have recently been making gains and hope to advance on Tripoli from the existing front line on the northern side of the Nafusa mountains about 65km (40 miles) from the capital.
French officials have said the arms dropped to rebels earlier this month were for the protection of civilians threatened at the time by pro-Gaddafi forces.
"It appeared that in certain zones the security situation was extremely tense for these undefended populations," French military spokesman Thierry Burkhard said on Thursday.
He said the supplies had been limited to ammunition and "light arms" including machine guns and rocket launchers. He denied a report in Le Figaro newspaper that anti-tank missiles had been parachuted in.
French media reports have said "light armoured cars" were also delivered to the rebels from Tunisia, and that France had not informed its allies about the move.
Earlier on Thursday, African Union chief Jean Ping listed a number of "problems" linked to France's decision to air-drop weapons to the rebels.
"The risk of civil war, risk of partition of the country, the risk of 'Somalia-sation' of the country, risk of having arms everywhere... with terrorism.
"These risks will concern the neighbouring countries," said Mr Ping, speaking at an African Union summit in Equatorial Guinea.

Judge David Ogden Nuffer is a United States Magistrate Judge for the District of Utah, a position he has held on a full-time basis since 2003 and held on a part-time basis from 1995 to 2003. From 1979 to 2002, he was a named partner at Snow Nuffer (formerly known as Snow, Nuffer, Engstrom, Drake, Wade, and Smart), where his practice focused on civil litigation, real estate development, and representation of local municipalities. Judge Nuffer served as the President of the Utah State Bar from 2000 to 2001. He received his J.D. cum laude in 1978 from the J. Reuben Clark Law School and his B.A. cum laude in 1975 from Brigham Young University.
Thomas Owen Rice: Nominee for the United States District Court for the Eastern District of Washington
Thomas Owen Rice serves as an Assistant United States Attorney for the Eastern District of Washington, a position he has held since 1987. Rice has served as the First Assistant United States Attorney since 2006 and previously was Chief of the Criminal Division from 2003 to 2006 and Deputy Chief of the Criminal Division from 2000 to 2003. From 1986 to 1987, Rice worked as a Trial Attorney in the Tax Division of the United States Department of Justice. In 1986, he was a law clerk at the law firm of Delay, Curran, Thompson & Pontarolo. Shia LaBeouf Compares 'Transformers' Gals Megan Fox, Rosie Huntington-Whiteley
'You went from a biker-machine-shop chick to a woman who's fresh out of college,' LaBeouf tells MTV News about his onscreen romances.

Unless you've been living under a rock and/or have avoided all news related to "Transformers: Dark of the Moon," you're likely well aware that there was much ado about actress Megan Fox leaving the franchise and, subsequently, being replaced with model/first-time actress Rosie Huntington-Whiteley.
With the film in theaters this week, fans have moved beyond guessing about the circumstances that led to the alleged firing and hiring of Fox and Huntington-Whiteley, respectively, and turned their attention to another pressing question: How are the two characters addressed in the film? Specifically, how does one gorgeous girlfriend exit to leave room for a new one? And while we know this is a summer movie full of fantasy, is it really believable that a guy like Sam Witwicky (Shia LaBeouf) could wind up with the likes of Mikaela Banes (Fox) and Carly (Huntington-Whiteley)?
MTV News went straight to the source and enlisted LaBeouf and Huntington-Whiteley to explain the appeal and attraction of their characters, Sam and Carly, and to compare the "Dark of the Moon" relationship to the one between Sam and Mikaela, established in the first two installments.
"The relationship the first time was a person chasing after a woman that he envied out of pure vanity," LaBeouf told us. "He didn't even know her, and he gets burned by it," he added, hinting at a "Dark of the Moon" scene where his character admits to being flat-out dumped by girlfriend #1.
"[In this film], you find him with a woman who's more nurturing, who has a more maternal-type vibe; she's lighter," LaBeouf explained. "You went from a biker-machine-shop chick, which is a totally different sentiment, to a woman who's fresh out of college working for the British embassy as a diplomatic aide; it's a very different personality."
LaBeouf also revealed that before Huntington-Whiteley was cast, he suggested to director Michael Bay that they go for a girl who was the exact opposite of Megan Fox's Mikaela. "I remember pitching to Mike, 'Maybe we should go with a more bookish type,' " he recalled.
"Mike said to me — and there's two faces to this that are hilarious and insane and also genius, so three sides. I remember him saying to me, 'Shia, we're not going with any bookish anything. This is a summer movie — we need a summer girl.' To his credit, Mike really understands his audience. There's a certain audience that goes to see these movies that has certain requirements that it needs out of its summer movies."
From Huntington-Whiteley's perspective, her character sees something different in Sam than Mikaela did.
"She is so in love with him. He as a character, he's so funny, Sam, and he has such a great family in the movies," she said. "As the movie goes on, it kind of unfolds that she's had a hard time with her family. She's worked really hard, she's come from England. I think she finds him and he's the first person who adores her, as he should, and she loves that he adores her and they have this really lovely relationship," she explained. "It's a sweet thing. Shia was great to play that, with of course."

Aubry bid for French Socialists
Ms Aubry (left) took over the party soon after the 2007 defeat Martine Aubry has announced she will compete to be the Socialist candidate for the 2012 French presidential election.
Ms Aubry, party leader and daughter of former European Commission President Jacques Delors, declared her bid in the city of Lille, where she is mayor.
Bids for the party ticket close in July, with a vote in the autumn.
The Socialists last held France's top political office in 1995 under the late Francois Mitterrand.
The current conservative President, Nicolas Sarkozy, is widely expected to stand for re-election, boosted by the elimination of Dominique Strauss-Kahn, who had been tipped as the Socialists' best hope before being sidelined by sexual assault allegations in May.
Other likely contenders for the Socialist candidacy, which will be decided at primary elections in October, include former party leader Francois Hollande and Segolene Royal, who was defeated by Mr Sarkozy at the 2007 election.
Within France, Ms Aubry is best known for introducing the country's 35-hour work week when she was employment minister under Socialist Prime Minister Lionel Jospin in the late 1990s.
"I want to restore France's strength, its calm and its unity," Ms Aubry said in Lille.
"I want to give a taste for the future and a desire for a common destiny back to everyone."
She condemned the policies of Mr Sarkozy, saying they were orientated towards benefiting "the most privileged".
Nominations for the Socialist primaries close on 13 July.

According to the old saying, you learn more from a failure than a success. Well, if that’s the case, the consumer electronics industry ought to have a master’s degree by now. There was the ROKR E1 from Apple and Motorola, the first iTunes phone that, idiotically, held a maximum of 100 songs. There was Google Wave, a piece of Web software more baffling and complex than the 1040 tax form. There was the KIN smartphone, which Microsoft spent several years and around $1 billion to develop, only to withdraw it from the market after only two months.
(Not to harp on Microsoft, but let’s not forget its SPOT wireless watch, Smart Display wireless screen or Zune wireless music player. In fact, besides the Xbox and PC peripherals, has Microsoft ever successfully launched a new piece of hardware?)

Ever since IBM supercomputer Watson beat Jeopardy! champions Brad Rutter and Ken Jennings, there’s been a lot of talk about putting the computer’s question-and-answer capabilities to real applications.
In addition to consuming massive amounts of information, the supercomputer has been trained to understand literary references, interpret linguistic nuance, generate hypotheses, perform analysis, and score its own answers for likelihood of accuracy. All of these abilities enable Watson to make reasoned judgments, a skill hitherto attributed exclusively to human beings.

Test run for Beijing-Shanghai bullet train

Engineers have conducted a test-run of the Beijing-Shanghai high-speed rail link, days before its public launch.
Officials, reporters and company bosses were on board for the 300 km/h (190mph) train's maiden voyage, which the government has promised will halve the journey time to under five hours.
China is planning to roll out high-speed lines across the country.
But the project has come under fire for its high cost - the Beijing-Shanghai line cost 215bn yuan ($33bn; £21bn).
Some 16,000km of track is due to be laid by 2020 And the government has earmarked a further 700bn yuan for the rest of the project, which would see 16,000km of track being laid by 2020.
Critics say the government has channelled too much money into high-speed lines, where the cost of tickets is out of reach of most Chinese workers.
In response, the government has announced lower ticket prices.
Tickets on the fast train range from 555 yuan for a second-class seat, to 1,750 yuan for business class.
He Huawu, the chief engineer of the Chinese Railway Ministry, said China was in a leading position in the industry worldwide.
"Countries that are currently building high-speed railway can draw on the experience of China, such as its standards, construction ability and integration methods," he said.
The public will be able to travel on the trains from Thursday, a day before the 90th anniversary of the Communist Party.

Justin Bieber 'Rooting For Drake' At BET Awards

Justin Bieber isn't nominated in any of the categories at this Sunday's 2011 BET Awards, but that isn't stopping the teen superstar from making an appearance. With so many of his pals up for prizes at the show, it's anyone's guess what the Biebs might do come awards day, and he's keeping it a surprise.
"You never know. I will never tell you, ever, even if there was a fire right now," the singer joked to MTV News on Thursday at a New York City event for his fragrance, Someday. "I wouldn't tell you. I can't tell you [or I'd] have to kill you."
Usher, Chris Brown, Drake, former crush Beyoncé and Kanye West are among the performers nominated this year and they're also pals of Bieber's. And while he's excited for all of them, Justin said he's rooting hardest for his countryman. "I'm rooting for Drake," he said of his fellow Canadian. "Drake is my homey."
Brown has six nods, Lil Wayne has five, and Kanye West, Drake and Rihanna each have four. The Video of the Year category has a surprising mix of contenders, including Willow Smith for "Whip My Hair," Marsha Ambrosius' "Far Away," B.o.B's "Airplanes," Brown's "Look at Me Now," Hilson's "Pretty Girl Rock" and West's "Runaway."
In addition to the big-name nominees, among the A-list performers slated to take the stage at Los Angeles' Shrine Auditorium are Beyoncé, Jill Scott, Alicia Keys, Lil Wayne, Drake and Brown. Nicki Minaj and Bruno Mars have also been added to the show's lineup.
The 2011 BET Awards, hosted by comedian Kevin Hart, air live on Sunday, June 26, at 8 p.m. ET on BET.

C 63 AMG Is the DTM Safety Car

The new C 63 AMG will be used in the 2011 DTM season as the safety car. The V8 sports sedan has been only slightly modified. With the AMG Performance Package the 6.3 liter engine now has a peak performance of 358 kW at 600 Nm of torque. The C-Class has been used in the German Touring Car Championship since 2008 and provides for safety, when there are accidents or extreme weather conditions.

'Bad Teacher': The Reviews Are In!

As "Bad Teacher" opens this weekend, it joins a mixed bag of summer comedies. While we're still giggling over certain "Bridesmaids" moments and can't wait to take in a second viewing on DVD, "The Hangover Part II" left us reaching for a copy of the original film to remind us why we were so taken with that boozy cinematic bunch. But hey, the second "Hangover" has grossed almost $500 million worldwide, so what the heck do we know?
The Cameron Diaz-starring laugher, according to the critics, falls closer to the letdown that was the second "Hangover" than the revelatory "Bridesmaids." Reviewers have criticized the film for plot holes galore and poor character development, even as most have admitted it delivers a hefty helping of laughs. Read on for a deeper dive into the critics' take on "Bad Teacher."
The Story
"Director Jake Kasdan coaxes some laughs out of the film, but only Jason Segel, as a cynical gym teacher, seems like a real person instead of a caricature. Everyone else seems like they're trying just a touch too hard. Elizabeth Halsey (Diaz) gets dumped by the rich guy she was going to marry for money, forcing her to come back for another year of teaching junior-high English. But she is not without goals; her immediate one is to figure out how to get enough money to pay for breast implants, which she thinks will help her more easily land a replacement sugar daddy. The operation is tough to afford on a teacher's salary, of course. But one day handsome Scott Delacorte (Timberlake), the heir to a watch-making fortune, shows up as a substitute teacher, giving Elizabeth a suitable target." — Bill Goodykoontz, Arizona Republic
The Performances
"The movie, of course, belongs to Diaz. She's always projected a sort of girlfriend-gone-wild sass that suggested she's a hell of a lot of fun after a couple of mango margaritas; 'Bad Teacher' is one of the few films that's allowed her to show that. And not only does she show it, she flaunts it, from a wardrobe that's tighter than next year's school budget to a vocabulary that's definitely not on any standardized test. But she's not alone. The wonderful Lucy Punch — the gold digger from 'You Will Meet a Tall Dark Stranger' — is a nagging toothache as a too-perfect teacher. Comic actors such as Thomas Lennon drop by for brief but marvelous scenes, and Jason Segal is a menschy gym teacher. The 'Bad' Comparisons
" 'Bad Teacher' wants to be 'Bad Santa' but it's afraid to go as far as Billy Bob Thornton's gleeful middle finger to holidays and proper treatment of children. So it ends up trapped in a nowhere middle-ground, somewhere between 'Bad Santa' and the equally hilarious but family friendly Jack Black movie 'School of Rock.' Both of those movies had somewhere to go and a way to get there, but 'Bad Teacher' just goes and doesn't really seem to know where it's going. "The main problem with 'Bad Teacher' is that it's really just one joke, which is stretched further than the uneven script by Gene Stupnitsky and Lee Eisenberg (vets of TV's 'The Office') will permit. If you're going to have the hung-over instructor getting her young charges to watch movies all day, aren't there funnier picks than just a succession of teacher-themed movies? 'The Hobbit': First-Look Photos Of Bilbo, Gandalf Hit Net

Although he's busy once again creating a Middle Earth-like world in the wilds of New Zealand, "Hobbit" director Peter Jackson has done an excellent job keeping fans of J. R. R. Tolkien's fantastical creations looped into the production. He's been posting photos, videos and updates on his Facebook page for months — including a few pics of himself in what appears to be Bilbo Baggins' home.
But what we haven't seen until now are official photos of the stars in character and on set. That's all changing, thanks to three pics posted by Entertainment Weekly. One image features Martin Freeman as Bilbo, another focuses on Ian McKellan as Gandalf, and the last captures both Freeman and Jackson in that familiar home.
The first photo is the one fans have been waiting years to see: a real-life representation of Bilbo himself. After all the production delays, the speculation and the rumors about the casting of the central character (James McAvoy? Daniel Radcliffe?), we finally are getting a look at Freeman (perhaps best known from the British version of "The Office") in character, complete with hairy feet, pointy ears and shaggy hair.
''He fits the ears and he's got some very nice feet,'' Jackson told EW about Freeman's portrayal of Bilbo. ''I think he's got the biggest hobbit feet we've had so far. They're a little bit hard to walk in, but he's managed to figure out the perfect hobbit gait.''
The second pic captures, in Gandalf, someone we're very familiar with from the "Lord of the Rings" series but who will be surrounded by a new cast of characters in this prequel story, the first part of which hits theaters in December 2012.
''He's in fantastic form,'' Jackson said of McKellan. ''In a way, his role in 'The Hobbit' has more technical difficulties than 'Lord of the Rings' did, because he has scenes with 14 smaller characters — obviously the dwarves and the hobbit are shorter. ... I remember saying to him [laughs], 'Look, this isn't "Waiting for Godot" or "King Lear." This is "The Hobbit." This is the real thing. ' "
The final photo takes us inside an on-set conversation with Jackson and Freeman, one of roughly a zillion the two are likely to have, considering how long the shoot will last. ''There's no way you can pace yourself for shoots like these,'' the director said. ''When we were going through the schedule for 'The Hobbit,' I felt a terrible drop in my stomach when I saw that we'd be shooting for 254 days. We're only 12 days short of 'The Lord of the Rings,' even though we're only doing two movies. When I saw that, I had to sort of pick myself up off the floor and carry on."

House vote snubs Obama on Libya
Some Obama allies in Congress accused Republicans of playing political games with national security The US House of Representatives has voted against a resolution giving President Barack Obama authority to order US operations in Libya.
The Republican-dominated House voted it down by 295 votes to 123. Analysts say it is largely a symbolic protest.
US backing for the Nato operation in Libya has drawn criticism from many in Congress in recent weeks.
They say the three-month-old military operation is in breach of legislation requiring the backing of Congress.
"The president has operated in what we now know is called the zone of twilight as to whether or not he even needs our approval," Republican Representative Tom Rooney of Florida said. "So what are we left with?"
Mr Obama says he does not need additional congressional approval, as US forces are simply supporting Nato.
His allies in Congress urged members of the House to vote for the resolution.
"A sudden withdrawal of American support for the mission would strengthen Gaddafi's hand and increase his confidence that he can wait out the rebellion against his rule," Democratic Whip Steny Hoyer of Maryland said on the House floor.
"It would put civilian lives at risk... I urge my colleagues: protect our valuable alliances and the principles of human rights that they safeguard."
Under the terms of the resolution, the US would have been allowed to conduct "limited" operations for one year in Libya.
The introduction of ground troops would have been banned.
A related vote on limiting funding to the US operation in Libya is also scheduled for Friday.
Analysts suggest Democrats angry at Mr Obama's continued commitment of resources to the Libya campaign could refuse to vote against the resolution, delivering another rebuke to the president.
The disagreement between Congress and the White House stems from a Vietnam War-era law, the War Powers resolution, intended to constrain the president's ability to wage military conflict with congressional approval.
Under the US constitution only Congress can declare war, and the 1973 War Powers resolution requires that, without such a declaration, a president who sends US military forces into conflict must get authorisation from Congress if the hostilities last longer than 90 days.
Last week, Mr Obama informed Congress that administration lawyers deemed the Libya conflict did not require additional congressional approval, arguing US forces were merely playing a supporting role in the Nato campaign.
That role, the White House says, does not match the definition of "hostilities" as described in the War Powers resolution.
