President Obama Signs New Jersey Emergency Declaration

For Immediate Release

The President today declared an emergency exists in the State of New Jersey and ordered federal aid to supplement state and local response efforts due to the emergency conditions resulting from Hurricane Irene beginning on August 26, 2011, and continuing.

The President's action authorizes the Department of Homeland Security, Federal Emergency Management Agency (FEMA), to coordinate all disaster relief efforts which have the purpose of alleviating the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act, to save lives and to protect property and public health and safety, and to lessen or avert the threat of a catastrophe in all counties of the State of New Jersey.

Specifically, FEMA is authorized to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency.  Emergency protective measures, including direct federal assistance, will be provided at 75 percent federal funding.

Readout of the President?s Meeting on Hurricane Irene

The President convened a video teleconference at 10:30AM this morning in the White House Situation Room so that he could receive an update on the impact of Hurricane Irene.  Vice President Biden, Chief of Staff Daley, DHS Secretary Napolitano, Treasury Secretary Geithner, Transportation Secretary LaHood, Energy Secretary Chu, FEMA Administrator Fugate, Homeland Security Advisor Brennan and other senior White House officials participated in the call.  The President was updated on the response and recovery efforts that are currently underway in coordination with state and local officials as well as the status of critical energy and transportation infrastructure in areas that have been impacted as well as areas that continue to be impacted by this storm. He was updated on FEMA’s support to state and local partners as important damage assessments begin in areas where the storm has passed. The President asked Secretary Napolitano and Administrator Fugate to continue to be in touch with Governors and local leadership up and down the East Coast. The President directed that all federal efforts on response and recovery operations underway continue, and he will recovene the team this evening.

Quake in D.C. Serves As Reminder To Get Prepared

According to United States Geologic Survey, the mid-Atlantic Region of the United States experienced a 5.9 magnitude earthquake this afternoon. Along with the entire federal family, we are closely monitoring the situation and are in close contact and coordination with our federal and state partners in Virginia, the District of Columbia, Maryland and the surrounding areas.

There are no initial reports of significant damages, but we will continue to coordinate closely with our state and local partners to assess their needs.

Today’s earthquake in the mid-Atlantic region is a great reminder that emergencies can strike anywhere and often happen without warning. Be sure your family has an emergency plan and a kit of emergency supplies to sustain yourselves for at least 72 hours.

And as a reminder, here are a few tips on what to do during/after an earthquake:

Another year, another unbelievably action-packed Video Music Awards. As expected, viewers were treated to mind-blowing performances and several jaw-dropping surprises. The most unexpected moment came courtesy of Beyoncé Knowles, who not so subtly announced to the world that she and husband Jay-Z are expecting their first child.

When B unbuttoned her sparkly jacket and rubbed her belly with a knowing smile, after which the camera panned to a visibly elated Jay-Z and Kanye West cheering from the audience, the Nokia Theatre was bursting with warm and fuzzy well-wishes for the soon-to-be parents. And that very public moment of celebration was just the beginning.

When Beyoncé returned backstage to her dressing room, she was greeted by a team of people who enveloped the visibly happy star with hugs, cheers and congratulations.

"I'm free!" she said to one of the well-wishers, indicating that she and Jay are thrilled to not have to keep such a big secret any longer. "We're all free!" she said to the group.

A few minutes after her arrival backstage, she was joined by her husband, a very excited West (whose first words upon entering the dressing-room area were "Where is Beyoncé?" as if he could not wait to give B a huge hug) and her former Destiny's Child ladies, Kelly Rowland and Michelle Williams. Even with the doors to their dressing rooms closed, the applause and whoops of joy could be heard everywhere backstage.

"That was an eventful night, to say the least," Jay, still smiling, said to some of the revelers in the hallway, who continued to shower him with congratulations and hugs.

Lady Gaga Looks To Top 2009 'Opera'-Like VMA Set

Jo Calderone is an acquired taste. The male alter ego of Lady Gaga -- he first surfaced in Vogue Hommes Japan last year -- was last seen in the Laurieann Gibson-directed "Yoü and I" video, and the two didn't immediately hit it off.

"When I first met Jo, I didn't particularly like him. He calls me Ms. Laurie. And when he came to work on my 'Yoü and I' video, he was like, 'Ms. Laurie, how long am I going to have to shoot?' And I was like, 'Jo, you're going to have to wait just like everyone else.' "

Now, the two get along swimmingly. So does that mean he'll make an appearance at Sunday's Video Music Awards?

"Will Jo be at the VMAs? Hmmm, I'm trying to book him. I'm talking to his manager now, so I'll keep you posted," she told MTV News correspondent Jim Cantiello.

She added: "He's not a diva; he's just a real dude. He's a little scary, but he's real."

Scary indeed. In the Vogue Hommes Japan issue, Calderone talked about his relationship with Mother Monster, saying, "[My occupation is] mechanic for my dad's business. This is the first time I've had my picture taken. Well, I always helped my dad at work, since I was a kid. I thought it would be fun to have my picture taken."

Gibson also talked up 2009's much-talked-about "Paparazzi" performance and joked about the excessive use of blood. "I thought it was an opera," she said. "I started out to create an opera. It was 'Paparazzi,' and it was the beginning of everyone seeing how crazy we are -- but crazy creative, and MTV [is] the most amazing platform to deliver that."

VMA Black Carpet: By The Numbers

Take a look at the nitty-gritty details of transforming a hotel lobby into an intergalactic fantasia.

LOS ANGELES — It takes an army to build the massive set for the 2011 VMAs. And over the course of the last week, that tireless militia has been working around the clock to transform the lobby of the J.W. Marriott hotel in downtown Los Angeles into the intergalactic fantasia that will greet stars on Sunday night.

The production has taken over just about every corner of the lobby, with lighting designers hanging a series of shimmering white curtains laced with more than 300 twinkly lights over a space that was previously a couch-filled lounging area. They've also laid down more than 12,000 square feet of black carpet throughout the lobby, covering the nearly 18,000 square feet of real estate the hotel has ceded to the production.

The first thing fans will see when they tune in to the VMA pre-show is the space-age "portal" celebs will be stepping through, a series of four undulating white shapes, the tallest of which is more than 16 feet high. That will eventually lead them to a 100-foot long, glittering paparazzi plaza, where the night's biggest names will face a sea of flashes. That space will be blazed by 1,700 silver-tipped incandescent bulbs that will light up the A-listers for their close-ups.

VMA pre-show production designer Scott Storey promised that viewers at home would not see the same old "step-and-repeat" space they always get at the average awards show, and he wasn't kidding. His vision of eight rib-cage-like towers that will "hug" the talent loom large, their wavy forms broken up by more than 40 pop-art-esque angular "pow" signs for this year's awards show.

The production crew also ensured that the whole thing would look fabulous by laying sheets of black plastic over more than 300 windows and doors on the front and back of the hotel.

Vice President Biden on the Relationship Between the U.S. and China

Yesterday, Vice President Joe Biden spoke from Sichuan University in Chengdu, China on the important relationship between the United States and China. During his remarks, the Vice President reflected on the partnership that our two nations have been working to build: 

A rising China will fuel economic growth and prosperity and it will bring to the fore a new partner with whom we can meet global challenges together.  When President Obama and I took office in January of 2009, we made our relationship with China a top priority.  We were determined to set it on a stable and sustainable course that would benefit the citizens of both our countries.  Our Presidents have met nine times since then, including very successful state visits in Beijing and Washington, and have spoken numerous times by telephone.

Direct discussions between senior policymakers and the personal ties that result from such discussions in my view over the last 35 years of conducting foreign policy are the keys to building cooperation.  They're built on understanding.  They allow us to better understand each other and allow us to define our interests in ways that are clear so that each one of us know what the other country’s interests are, and to see the world through the eyes of the other with the intention of preventing miscommunications and misconceptions that tend to fuel mistrust.

With that goal in mind, we have worked very hard to develop our cooperative partnership through more than 60 separate dialogues on issues of matter to both China and to the United States; and I would suggest to the world as a whole.

Spotlight on Rural America

Today, I am hosting a forum focused on the rural economy at the Iowa State Fair.  But, Rural America has been in the spotlight all this week as I joined President Obama to travel across parts of Minnesota, Iowa and Illinois, visiting rural communities to discuss his Administration’s efforts to create jobs and drive economic growth.  From investments in rural broadband to efforts to support small-business innovation, the President talked about his commitment to rural America – and he listened to what local residents had to say. 

The centerpiece of his trip was the Rural Economic Forum, held Tuesday at Northeast Iowa Community College in Peosta.  There, 200 small business owners, farmers, retirees, elected officials and others came together to discuss their ideas for a revitalized rural economy.  I was pleased to participate in that forum, along with my Cabinet colleagues Housing and Urban Development Secretary Donovan, Transportation Secretary LaHood, and Administrator Mills of the Small Business Administration.

After opening remarks by the President, the participants broke into a series of small discussion groups – with topics ranging from agricultural innovation and energy opportunities to small business to infrastructure.  Each group developed a series of ideas and recommendations, which will become part of a larger report to the White House Rural Council that I chair.

I had the opportunity to facilitate the Ag Innovation and Energy break-out session, with about 20 farmers, ranchers, and other officials.  Our discussion – which the President joined for a few minutes – touched on the importance of the renewable energy sector and new markets, as well as particular barriers to growing the rural economy through agricultural innovation.

President Obama's Rural Message: There's Nothing Wrong with our Country

President Barack Obama delivers remarks at a town hall meeting at Country Corner Farm in Alpha, Ill., Aug. 17, 2011, his last stop on a three-day bus tour in the Midwest focusing on ways to grow the economy.

This week President Obama traveled to the Midwest where he met with Americans in rural towns and communities in Minnesota, Iowa and Illinois. The purpose of his trip, dubbed the Economic Rural Tour 2011, was to talk to people from different walks of life about what is happening in our country right now. The President was there to talk, but also to listen.

And in town halls, county fairs and an economic forum, Americans shared their hopes for the future and their concerns about the economy and what it means for their businesses and their families. On Wednesday, the President told a crowd of 250 people gathered for a town hall meeting on a farm in Alpha, Ill that he will soon be putting out new proposals designed to put people back to work right away. He said that some of the plans will cost money, and that we will pay for them by doing more on deficit reduction than is required by the Budget Control Act he signed earlier this month.

Harnessing Residents' Electronic Devices Will Yield Truly Smart Cities (preview)

On January 25 the streets of Cairo erupted in protest against then president Hosni Mubarak’s repressive Egyptian regime. Over the next 72 hours the government shut down the country’s Internet service and mobile-phone system in an attempt to squelch the rebellion--to no avail: a rich ecosystem of Facebook conversations, Twitter outbursts and chat-room plans had already unified millions of Cairo’s people, who continued the relentless uprising. The government backed down and restored communications to keep the country’s economy on life support, but the masses kept up the pressure until Mubarak resigned 14 days later.

Just weeks before, during Tunisia’s “Jasmine Revolution,” dissident blogger and protest organizer Slim Amamou used the mobile social app Foursquare to alert his friends of his January 6 arrest. By “checking in” to Foursquare’s virtual depiction of the jail in Tunis where he was being held, Amamou revealed his location to a global web of supporters and immediately grabbed the international spotlight. The news stories sparked further uprisings, and longtime president Zine El Abidine Ben Ali was soon ousted.

Readout of the President's Call with President Sarkozy of France

The President and French President Sarkozy spoke today about the situation in Libya and continued theirclose consultations about the global economic situation and recent developments in financial markets.  With regard to Libya, they agreed that Qadhafi and the remnants of his regime needed to accept that their time is up and relinquish power once and for all, and they welcomed the progress that has been made by the Libyan people in pursuing an end to the Qadhafi regime.   At the same time, they agreed to continue to work with allies and partners in the international community to protect the people of Libya and to support  a peaceful transition to democracy.   President Sarkozy joined the President in urging the Transitional National Council to continue demonstrating its leadership by respecting the rights of the people of Libya, avoiding civilian casualties, protecting the institutions of the Libyan state, and pursuing a transition to democracy that is just and inclusive for all of the people of Libya. 

The two Presidents also discussed the global economic situation, the Eurozone crisis and recent market developments. They agreed on the importance of concerted action, including through the G20, to address these challenges and to spur growth and job creation in the global economy.

'Ghost Rider: Spirit Of Vengeance' Trailer Is Flamin' Awesome

One of the most surprising things to come out of this year's San Diego Comic-Con was footage from "Ghost Rider: Spirit of Vengeance." Everyone knew that the film was roaring down the highway toward us, but no one expected it to actually look, well, good. After scenes from the movie were shown at the event, the Internet was abuzz with talk of fans finally getting the "Ghost Rider" movie they deserve. Now, you can see what all the fuss was about for yourself with the first trailer for the upcoming film.

Based on the Marvel Comics character of the same name, "Ghost Rider: Spirit of Vengeance" is the sequel to 2007's "Ghost Rider." The biker with the flaming-skull head has long been one of Marvel's darker and more twisted characters, especially considering his backstory as a motorcycle daredevil whose pact with the devil didn't turn out quite as he planned. As the Ghost Rider, Johnny Blaze rides America's forgotten highways, meting out vengeance with his flaming bike, signature chain and a host of fire-based powers.

Like the 2007 film, "Ghost Rider: Spirit of Vengeance" features Nicolas Cage, and the character boasts a whole new look that ties into the darkness at the Ghost Rider's core.

"The Ghost Rider is just the coolest-looking superhero, and it has to be the one that goes to film and looks the best," Cage told MTV News last month. "I think they've achieved that with this."

At the helm of "Ghost Rider: Spirit of Vengeance" are Brian Taylor and Mark Neveldine, the pair of directors best known for their high-octane flicks "Crank" and "Crank: High Voltage." The duo told MTV News that they were test-driving all-new techniques while filming the movie, including Neveldine strapping on Rollerblades and clinging to the back of a motorcycle just to get a single amazing shot.

That commitment to madness is clearly on display in the new trailer for "Ghost Rider: Spirit of Vengeance," as the movie looks to be fully embracing what makes the character so spectacularly over-the-top. Though it starts out slow, by the one-minute mark, you'll find yourself up to your leather jacket in explosive, flame-drenched action. CNN Headline News Features County's Economic Development Successes and Opportunities

A video segment highlighting Jackson County?s economic development successes and opportunities will begin airing regionally in the Seattle-Tacoma market on Sunday, February 7, on CNN Headline News. The five-minute news feature, hosted by former U.S. Senator Fred Thompson, airs at 6:24 p.m. and 6:54 p.m. in that market. The video segment is also available at http://rvtv.roguedatavault.net/asxgen/jackson/videos/businessnew.wmv.

The segment was produced by Inside Business and will air one time nationally on CNBC as part of a 30-minute educational program and multiple times regionally in five-minute segments, as well as being uplinked to nearly 2,000 newsrooms and broadcast facilities as a video news release. The story highlights ?gem? communities that businesses might want to consider for relocation.

During the segment, Jackson County Administrator Danny Jordan is interviewed, along with Errol Sober, Business Development Director of Amy?s Kitchen, Bill Ihle, Executive VP Corporate Relations, Harry & David, and Craig Bramscher, Founder & CEO/Chairman, Brammo Inc. The businesses were chosen based on their experiences moving to and working in Jackson County.

Jackson County chose 15 markets in which to air the segment, including Los Angeles, San Francisco-Oakland-San Jose, Seattle-Tacoma, Phoenix, Denver, Sacramento-Stockton-Modesto, Portland, San Diego, Salt Lake City, Albuquerque-Santa Fe, Fresno-Visalia, Las Vegas, Spokane, Honolulu, and Colorado Springs-Pueblo.

Because of fiscally responsible measures that the Jackson County Board of Commissioners, Budget Committee, and Administrator have taken, core services have not been adversely impacted by the present recession and the County is poised to aggressively assist new businesses that have national and or international interests to locate here.

?We have set the foundation for a secure County government with stabilized property taxes, which allows companies to feel confidence in operating in Southern Oregon,? said Jackson County Commissioner Jack Walker, chair of the Board.

Jackson County Government?s key economic development partners include Southern Oregon University and Rogue Community College in the education sector, and The Chamber of Medford/Jackson County and Southern Oregon Regional Economic Development, Inc. (SOREDI) in the business community.

?Jackson County?s role in business development can be summed up with the phrase ?It takes a village to raise a business.? Jackson County Government has helped create an environment that is good for business, but there are many contributors to the creation and maintenance of a successful business environment,? said Danny Jordan, Jackson County Administrator.

Economic goals for Jackson County Government include the creation of quality jobs that pay above average wages and benefits; successfully competitive businesses; increased supply and access to capital to support business start-ups and expansions; efficient government services and access to the needed workforce skills and educational resources. Jackson County Government has worked within governmental regulations to enhance opportunities for and in support of business. Examples of how this has been accomplished include the construction of the new airport terminal and freight ramp/facility, the creation of the Foreign Trade Zone, the completion of Urban Renewal, which provided $84 million in infrastructure development, and the creation and management of Enterprise Zones that offer tax incentives for business.

Pacific Northwest Gets More Fast-Charge Juice for Its Electric Highway

The future of electric vehicles (EVs) in the U.S. balances tenuously these days on a chicken-and-egg quandary . Roadside stations that charge EVs in less than 30 minutes are needed to encourage drivers to buy EVs, yet there must also be enough EVs already on the road to justify the investment in a fast-charging infrastructure. The state of Washington took a major step toward breaking this impasse July 13, announcing that it has chosen a company to manufacture, supply, install and operate a network of nine fast-charging stations by the end of the year along the state's portion of the Pacific Northwest's Electric Highway .
